BIR business registration
BIR registration is the step that produces your TIN, your certificate of registration and your authority to issue invoices. It is also the step where most online guides are now wrong by ₱500.
A new business pays ₱30 in documentary stamp tax at the BIR. The ₱500 annual registration fee was abolished by Republic Act No. 11976, the Ease of Paying Taxes Act. Any page quoting ₱530 in total is repeating the pre-2024 schedule, including, as of October 2026, the BIR's own ORUS FAQ.
What the government charges
| Item | Amount |
|---|---|
| Documentary stamp tax BIR | ₱30 |
| Annual registration fee Abolished by RA 11976 | ₱0 |
| Total government fees | ₱30 |
Total ₱30. The Bureau's ORUS FAQ still describes a ₱500 annual registration fee; the law removed it and the NewBizReg portal charges ₱30 only.
Who needs this
- Every business, whether sole proprietorship, partnership or corporation, before it starts trading.
- Professionals and mixed income earners registering a practice.
- Foreign corporations licensed to do business, through Form 1903.
Who does not
- Pure compensation earners, whose employer handles the registration.
How it is done
- Register at ORUS or NewBizRegORUS for the end-to-end online registration, NewBizReg for submission by email to the Revenue District Office. The Philippine Business Hub is the integrated route across SEC, DTI, BIR, SSS, PhilHealth and Pag-IBIG.
- Lodge within 30 daysRegistration is due before business starts, counted from the Mayor's Permit, the DTI certificate or the SEC certificate, whichever comes first, or 30 days after the first sale.
- Pay ₱30Online through the LandBank Link.biz portal, or at the New Business Registrant Counter.
- Take the certificate and the authority to printThe certificate of registration and, where you need printed invoices, the authority to print.
Deadline and what happens if you miss it
Register before you start, and in any case within 30 days of the permit or certificate that creates the business. Late registration is assessed with compromise penalties, which are negotiated by the district office rather than fixed by the schedule.
Why files get refused at the counter
- A registration filed after invoices were already issued, which is treated as trading without registration.
- A sample invoice that does not carry the required registration details.
- Registering the wrong tax types, which then has to be corrected before the first filing.
